The New York Benefits Eligibility and Accounting System (NYBEAS) has been enhanced to provide a new report for PA and PE agency Health Benefits Administrators. 

The NYSHIP GASB 75 Census Data report (BEA_GASB75_CENSUS_DATA) contains an agency’s Other Postemployment Benefits (OPEB) data.

Previously, agencies were instructed to contact the Employee Benefits Division to request their GASB 45 or 75 reports.  The Department is enabling agency Health Benefits Administrators to schedule and run their own GASB 75 reports.  Moving forward, the Employee Benefits Division will no longer run GASB 75 reports. The GASB 75 report available through NYBEAS contains the same data fields as the previously provided GASB 45 reports.

To run this report, follow the instructions from memo PE15-15 / PA15-14 / PAEX15-13.  Be sure to add a new Run Control Id with the name ‘BEA_GASB75_CENSUS_DATA’ as indicated in the screenshot below.  Reminder: each report in NYBEAS will have a unique Run Control ID.   When you select this report, you will be prompted to enter the Department Id. 

 

The following data fields are reported in the GASB 75 Census Data report:

The enrollee’s date of birth.

M, F, U (Unknown)

Retirement Type

Not consistently utilized but Indicates whether Retirement is Regular “SERV” and due to a disability “DISA”.

The enrollee’s benefit program.

The enrollee’s level of coverage
