The Empire Plan is a unique health insurance plan designed especially for public employees in New York State. Empire Plan benefits include inpatient and outpatient hospital coverage, medical/surgical coverage, Centers of Excellence for transplants, infertility and cancer, home care services, equipment and supplies, mental health and substance abuse coverage and prescription drug coverage.

As noted in HBA memo PAEX 23-04, there will be July 1, 2023 benefit changes for the Excelsior Plan. We are pleased to announce the publication of the July 2023 At A Glance, which has been revised to reflect these changes. The At A Glance is a summary guide to Excelsior Plan benefits. Encourage employees to use this guide together with their Empire Plan Reports.
Distribution
We will mail the At A Glance to enrollee homes in late June. The file for this mailing was pulled from NYBEAS on June 17, 2023, so any enrollee not on NYBEAS as of this date should be provided with a copy. We will send a supply of two copies to you for new employees or retirees. See below for specific ordering information.

You may order additional copies of the At A Glance on HBA Online under Publications & Forms. This publication is also included in the Quick Order packages, which are only available to order on HBA Online. (They can be mailed directly to the enrollee’s home.) Please wait until you receive your shipment of the new publications before you place an order.
