The Empire Plan is a unique health insurance plan designed especially for public employees in New York State. Empire Plan benefits include inpatient and outpatient hospital coverage, medical/surgical coverage, Centers of Excellence for transplants, infertility and cancer, home care services, equipment and supplies, mental health and substance abuse coverage and prescription drug coverage.

The May 2025 Empire Plan Report for Participating Employers (PEs) is now available online and will soon be mailed to enrollee homes. The Report explains changes to The Empire Plan and NYSHIP and has important reminders for enrollees, including information on new Infertility Centers of Excellence, the Donor Milk Benefit, My Health Check-in, the GlobalCore Program and the Empire Plan Online Provider Directory.
Distribution
We will mail the Empire Plan Report to enrollee homes in May. The file for this mailing was pulled from NYBEAS on April 26, 2025, so any enrollee not on NYBEAS as of this date should be provided with a copy.
