TO: SUNY Agency Health Benefits Administrators
FROM: Employee Benefits Division
SUBJECT: SUNY Graduate Students Dental Enrollment
DATE: August 21, 2001
As you are aware SUNY Graduate Students covered under the Student Employee Health Plan (SEHP) are covered under a Group Health Incorporated (GHI) dental plan effective July 1, 2001. Enrollment and eligibility will be administered through NYBEAS effective that date. All transactions for enrollees that were eligible for Dental coverage as of July 1, 2001 should have been processed by now. Attached is a new chapter for the HBA Handbook:
Chapter 12 SUNY STUDENT EMPLOYEE HEALTH PLAN (SEHP)
This chapter contains enrollment and eligibility information and NYBEAS transaction processing information for the SEHP Dental program. You should review this chapter in detail, in particular the NYBEAS ACTION/REASON AND EFFECTIVE DATE MATRIX SEHP beginning on page 11.
Important Comments
- NYBEAS has not been programmed to automatically calculate the effective date of coverage, for certain action/reason codes. The MATRIX contains instructions for correctly inputting the Date of request and Date of event to achieve the correct Effective date for these transactions.
- The following issues still need to be addressed. Information concerning these topics will be issued at a later date. If, in the mean time, you have an employee that is affected by one of these issues, please contact your processor for guidance.
- Are GSEU employees enrolled in SEHP entitled to NYSHIP retirement benefits, if other eligibility requirement are met?
- How is coverage being handled for F-1 visa holders whose international health insurance coverage terminates as of 8/14, but whose date of appointment to the graduate assistantship is later than 8/15?
- What waiting period apply if there is a change in negotiating unit?
If you have any questions, please contact your processor.
