SUBJECT: Reminder: New York Benefits Eligibility and Accounting System (NYBEAS) and Other Upgrades

This memo is a follow up to HBA Memo NY25-19, PE25-14, PA25-11, SEHP25-10 regarding the New York Benefits Eligibility and Accounting System (NYBEAS) and the Accident Reporting System (ARS) upgrades and changes to the Department of Civil Service (DCS) applications login.

Recap

  • NYBEAS will be inaccessible between Wednesday, October 8, at 4 p.m. and Tuesday, October 14, at 7 a.m.
  • Please ensure all transactions are up to date in advance.
  • All ARS incidents should be entered into the new ARS system after 7 a.m. on October 14.
  • HBA Online and Online Civil Service Permission Request System (OCSPR) will require the use of NY.gov ID.

Upcoming NYBEAS User Webinar
The Employee Benefits Division (EBD) will be hosting an informational webinar for any NYBEAS user to view these changes on October 9, 2025, from 2 p.m. - 3 p.m. Please refer to the attached document, User Interface Changes, which illustrates some of the visual differences identified between the legacy NYBEAS and newly upgraded NYBEAS.

If you have an urgent case during the shutdown:

NYBEAS:

In the event of urgent coverage or enrollment issues impacting the ability of enrollees or their dependents to receive medical services or prescriptions, HBAs should send a secured/encrypted email to cs.sm.agency.services@cs.ny.gov  with:

  • The subject line should read Urgent _” the reason of urgency.”
  • A description of the problem.
  • The enrollee's name (and if applicable, the dependent’s name and date of birth), Social Security number and agency code.
  • All appropriate proofs and forms.

ARS:
In the event of workplace incidents requiring urgent medical services or prescriptions, personnel administrators should call the New York State Insurance Fund (NYSIF) at 518-437-8050 to report the incident and receive information on obtaining appropriate care.
