This memo is a follow up to HBA Memo NY25-19, PE25-14, PA25-11, SEHP25-10 regarding the New York Benefits Eligibility and Accounting System (NYBEAS) and the Accident Reporting System (ARS) upgrades and changes to the Department of Civil Service (DCS) applications login.

Effective October 14, 2025, the new NYBEAS URL (web address) is:

As part of the NYBEAS Platform upgrade, please note that when logging in for the first time you may need to manually enter your password. Do not rely on browser-saved passwords, password managers, or other stored credentials, as these may not work correctly after the upgrade based on the new web address.
