SUBJECT: Revised Empire Plan Certificates for DC-37 and NYSCOPBA Effective July 1, 2024, and for APSU and C-82 Effective January 1, 2025

Updated Empire Plan Certificates for NY employees in DC-37 and NYSCOPBA (changes effective July 1, 2024) and for NY employees in APSU and C-82 (changes effective January 1, 2025) are available on the NYSHIP website at nyship.ny.gov and HBA Online. They will also be mailed and emailed to enrollees.

Certificates were previously printed and posted online for each group:

Certificates for NY retirees and NY employees in CSEA, M/C; Legislature, PBA, PEF, PIA, UCS and UUP have been updated with amendments through January 1, 2025. However, these are only available online on the NYSHIP website and HBA Online. See HBA Memo NY25-33 for more information on these groups.

Amendments to The Empire Plan since the publication of each group’s last Certificate are also available on the NYSHIP website and HBA Online. The online amendments have been incorporated into the print versions, which have been posted online as well.

Distribution
We will mail and email Certificates to APSU, C-82, DC-37 and NYSCOPBA enrollees in January. The file for this mailing was pulled from NYBEAS on December 6, 2025; any employee enrolled in The Empire Plan with a transaction date after this date in NYBEAS should be provided a copy.

Ordering Publications
In the coming weeks, you may order copies of the group-specific Certificates on HBA Online under “Publications & Forms.” This publication will be included in the Quick Order packages, which are only available to order on HBA Online.
