New York State Employees (NY ACTIVE)

New York State employees are typically paid by the Office of the State Comptroller.

This category includes those represented by APSU, Council 82, CSEA, DC-37, NYSCOPBA, PBA, PEF, PIA or UUP.

It also includes employees of the Unified Court System and State Legislature, those designated as Management/Confidential and those enrolled in the Student Employee Health Plan (SEHP).

New York State Retirees (NY RETIREE)

New York State retirees have ended benefits-eligible service and have enrolled in post-employment benefits.

This category also includes vestees and those on a preferred list.

Employees of Participating Employers (PE ACTIVE)

A Participating Employer is a quasi-governmental agency in New York State financed from special administrative funds. It typically manages its own payroll. Examples include the Metropolitan Transit Authority, the Thruway Authority and the Bridge Authority.

Retirees of Participating Employers (PE RETIREE)

Participating Employer retirees have ended benefits-eligible service and have enrolled in post-employment benefits.

(PA ACTIVE/RETIREE)

A Participating Agency is a local government agency (e.g., a county, city, town, village, school district or other municipal entity) that offers Empire Plan coverage.

This category includes active employees and retirees/vestees.
