The Empire Plan is a unique health insurance plan designed especially for public employees in New York State. Empire Plan benefits include inpatient and outpatient hospital coverage, medical/surgical coverage, Centers of Excellence for transplants, infertility and cancer, home care services, equipment and supplies, mental health and substance abuse coverage and prescription drug coverage.

SUBJECT: 2024 Excelsior Plan Benefit Card Distribution
DATE: November 10, 2023
In compliance with federal law, new benefit cards reflecting updated out-of-pocket costs for the 2024 plan year will be mailed to all Excelsior Plan enrollees and dependents on November 10, 2023. Note that enrollees changing to the Excelsior Plan effective January 1, 2024 will receive their new card(s) in December.
The new cards do not need to be activated prior to use. Enrollees may begin using them immediately and should securely destroy all other cards.
The card file was pulled from NYBEAS on October 30, 2023. Any enrollee added to NYBEAS after that date will receive a card in the normal weekly card mailing for new Excelsior Plan enrollees.
