The Empire Plan is a unique health insurance plan designed especially for public employees in New York State. Empire Plan benefits include inpatient and outpatient hospital coverage, medical/surgical coverage, Centers of Excellence for transplants, infertility and cancer, home care services, equipment and supplies, mental health and substance abuse coverage and prescription drug coverage.

The Employee Benefits Division announces the updated September 2025 Reporting On: Prescription Drugs publication. The Reporting On publications describe specific programs and benefits available under The Empire Plan. They are informational handouts for new employees or enrollees who may be considering changing plans during Option Transfer.

Reporting On: Prescription Drugs (AL2096, September 2025) discusses the Empire Plan Prescription Drug Program, including Empire Plan Medicare Rx. Information regarding copayment levels, mandatory generic substitution, the Advanced Flexible Formulary Drug List, the Specialty Pharmacy Program and Drug Utilization Review is also included.

Distribution
We will not be mailing the Reporting On: Prescription Drugs publication to enrollee homes.
