What is ARS?
The Accident Reporting System (ARS) is a program which standardizes and expedites workers' compensation accident reporting statewide with the ability to monitor accident experience and provide reportable data for personnel and health/safety administrators - all with the intent to significantly reduce workers' compensation costs for New York State.
The goal of ARS is to reduce New York State workers' compensation costs by reducing the time it takes to report an accident and by identifying hazardous working conditions for the purpose of proactively developing abatement programs.
As the central personnel agency for all state agencies, the New York State Department of Civil Service oversees the state government employee's Workers' Compensation Program, which includes the day to day operations of ARS.
ARS is built around the PeopleSoft Version 9.0 programming application. It has been customized to automate the accident reporting process in order to accommodate the many facets of adjudicating a workers' compensation claim.
Within this online manual, you will discover the flow of information by which claims are handled from inception to conclusion. This will detail the roles of each party involved in the workers' compensation process which includes your state agency as an employer, the New York State Insurance Fund (NYSIF) as the workers' compensation carrier, and the New York State Workers' Compensation Board (WCB) as the regulatory authority.
A users abilities within ARS include, but are not limited to, reporting a workers’ compensation incident to the NYSIF, managing their agency’s daily work flow of incidents, completing forms mandated by Workers’ Compensation Law, creating reports on their own agency’s workers' compensation experience and viewing details on past claims.
